Sheff Wed Confronts a 'Significant Problem', States Independent Regulator

'We will play a key role in football's future' - football oversight chief the new chairman

The Championship club's persistent issues are seen as a "serious issue" and the new football authority is looking to gain the ability to investigate clubs in such situations, its new chair the official has announced.

In a wide-ranging interview, Kogan, who was named to the position this week, showed understanding towards supporters of the Owls.

The regulator engaged with four supporters' associations representing the football team recently.

The football club have been struggling on and off the field in this season, with the club delaying salary disbursements on five separate occasions, including in last month.

"Evidently Wednesday represents a serious issue for football authorities and a substantial concern for English football," Kogan told.

"Sheffield Wednesday is one of the historic institutions for the English game and in recent days we have met supporters' organizations.

"We are seeking authority... which will permit us to bring the club and similar situations submitted for our review if they warrant scrutiny and addressed."

Economic Challenges and Leadership Concerns

The team's struggling chairman the Thai businessman stated during the off-season he would be open to selling the club at Hillsborough, but he has been unable to finalize an agreement with prospective buyers.

Delayed salary payments on time in March and May resulted in restrictions being imposed by the football authorities in mid-year, preventing the club from carrying out any player acquisitions for the following recruitment periods, although the ban was rescinded in August.

Regulator's Perspective

The chairman stated: "Our role exists to serve the Owls followers, other clubs in similar situations where supporters are loyal to a regional establishment that has existed throughout their lifetimes in multiple situations.

"I completely understand Sheffield Wednesday, as I do for each organization that since 1992 have gone to the wall, or been close to going to the wall, for factors unrelated to the supporters."

Inquired if the oversight body could require an chairman to relinquish a club if they are deemed unsuitable, Kogan said: "Should the inquiry concern 'would we intervene in the final instance?', the answer is once we collect the information and understand the situation, we will."

But the chairman emphasized that requiring chairmen to relinquish clubs would be viewed as the ultimate measure and the authority would rather to cooperate with proprietors.

"The final option we would consider is begin intervening in an specific team, an individual owner, without being in a position to cooperate with that proprietor to address the challenges confronting the team and the owner's facing," the regulator explained.

"But the truth is, when you examine the past of the game, over the last 20 or 30 years there have been particular chairmen, few in number, but certain individuals who have acted carelessly in the way which they've been managing their organizations and finally don't wish to take responsibility for the future."

'Errors may undo substantial development'

Kogan met with representatives from 110 clubs to detail the scope of the regulator on Wednesday and maintained it represented a "proactive meeting" with a "substantial involvement" from the National League to the Premier League.

"This position carries substantial significance, because if we get it wrong, if the world of football gets it wrong, the significant advances achieved necessary will vanish incredibly quickly," Kogan said.

"Such an outcome is universally undesirable in the context of the English game is a major achievement - we must maintain momentum.

"There's an enormous amount of money coming into football and has come into football for the last 20 or 25 years, because there are no assurances it will continue to come into football, which is among the factors explaining I think we have to take a really clear view on risk and of course, of the immediate future."

Premier League Concerns

Top flight officials resisted the formation of an authority because of concerns about detrimental effects on the top-flight's competitiveness, but the regulator stated: "I fully support the prosperity and expansion as an financial organization of the top division.

"Being fully aware of the apprehension regarding damaging the Premier League as a premium product of the nation. But simultaneously, if you engage with division representatives after today's meeting, they would have had a high level of reassurance -and, indeed, they have been informing us confidentially they have a high level of reassurance."

Ideological Links

Kogan is still facing a "thorough examination" by the Commissioner for Public Appointments after he acknowledged providing funds to the opposition group in 2020.

The chairman provided financial support for Secretary of State for Culture, Media and Sport Lisa Nandy's leadership campaign, along with that of the now Prime Minister Sir Keir Starmer.

"I have been entirely transparent regarding my previous political affiliation [with Labour], and that party membership ceased the day the select committee approved my appointment," the regulator explained.

"I am presently disconnected from any sort of politics."
